Blythe Albert
USAC, Advisor of Program Management - RHC Outreach
Blythe is the Advisor of Program Management and Ombudsperson on the Outreach team for the Rural Health Care Program (RHC) at Universal Service Administrative Company (USAC). USAC administers the RHC Program for the Federal Communications Commission (FCC). She joined USAC/RHC in January of 2014 when the Healthcare Connect Fund (HCF) was rolling out. She has held a variety of positions in RHC including Assistant Program Analyst on the HCF consortia team, Manager of the RHC Operations Team, and Senior Communications Specialist on the RHC Outreach team. She is currently the Advisor of Program Management and Ombudsperson for the RHC Program.
Blythe is in a unique position as she has reviewed every form in the RHC program. As the Ombudsperson, she continues to develop positive working relationships with RHC applicants and has aligned internal trainings and communications between internal RHC staff and external stakeholders. She’s passionate about the mission and is committed to balancing program compliance with applicant success. Blythe received her Bachelor of Fine Arts degree from Washington University (St. Louis) and her Master of Public Management degree from the University of Maryland.
